President Ruto suspends overseas trips of CS and PS of Uhuru

Outgoing cabinet secretaries and their principal secretaries will not be able to travel outside the country without the approval of President William Ruto.

Head of Civil Service Joseph Kinyua announced the directive in a circular dated September 19, 2022.

Kinyua said this would allow for a smooth transition from Uhuru’s administration to Ruto’s new government.

The head of the civil service added that the tasks of CSs and PSs during the interim period will remain limited to general administration only.

In addition, SCs are not permitted to make appointments to the boards of Crown corporations.

“Cabinet Secretaries as authorized officers shall not cause and/or effect ministerial redeployments or new appointments to any rank within ministries and departments of state. Ministries, State Departments and State Agencies (MDAs) will not issue any new policy statements unless sanctioned by HE the President,” Kinyua noted.

He added: “Overseas travel by Cabinet Secretaries and Principal Secretaries is further suspended unless sanctioned by the Head of State and Government.”

The various government ministries and agencies will also not make any payments above Ksh 50 million without the approval of the National Treasury.
